    Educación

    Experiencia:

    • Experiencia en la elaboración de informes y cuadros contables-financieros para la rendición de cuentas.
    • Experiencia en el manejo de archivos físicos y digitales.

    Contexte

    Des décennies de conflits sanglants dans le nord-est du pays, avec une récurrence particulière pour le Nord-Kivu, ont été caractérisées par le recrutement de nombreux jeunes comme enfants associés aux forces et groupes armés et la perpétration d’innombrables violences contre les femmes et les filles.

    En vue de contribuer au recul de ce phénomène, le projet CAAFAG2 a été initié dans le but de poursuive quatre objectifs principaux, à savoir :

    ü Appui à la réinsertion scolaire de 113 enfants anciennement associés aux forces et groupes armés (EAFGA) de la chefferie de Bwisha et 113 enfants vulnérables de la communauté grâce à la scolarisation ;

    ü Soutien à la réintégration socio-économique de 261 ex-EAFGA et 261 jeunes vulnérables de la communauté grâce à la formation professionnelle ;

    ü Soutien à 748 chefs ménages en charge des ex-EAFGA et des enfants vulnérables de la communauté par le biais de l’accès aux emplois temporaires et le développement des activités génératrices de revenu de groupe ;

    ü Appui aux Comités Locaux de Paix et de Développement dans l’élaboration, la mise en œuvre des plans de développement sensibles au genre, la sensibilisation et la mise en place des mesures de prévention de la violence basée sur le genre et le sexisme dans la chefferie de Bwisha.

    D’une durée initiale étant de 12 mois allant de mars 2016 à avril 2017, la clôture du projet a été reculée au 30 septembre 2017 et ce, à la faveur d’une extension sans coût consentie par le bailleur.

    Background

    Climate change induced events such as floods, cyclones/typhoons and droughts have significantly impacted the region and caused the death of millions of people, infrastructure damage, direct economic losses and health impacts. The damage that was caused by Typhoon Ketsana in 2009 resulted in a loss of US$ 130M in Cambodia . The flood in 2011 affected 683,498 hectares of agricultural land, causing estimated US$ 451M damage and US$ 174M in losses thus affecting the Cambodian economy more susceptible to floods and drought. Therefore, it is important to factor in required response measures and cost considerations in long-term planning, and sector decision making processes. The expectation is that if such events are monitored and predicted early, anticipated impacts could be minimized (or opportunities maximised) significantly.
    Realising these needs, the Government of Cambodia, together with the support of UNDP is designing an initiative to strengthen the Early Warning and Climate Information Systems in the country. The initiative, to be financed by the Global Environment Facility (GEF) managed Least Developed Country Fund (LDCF) seeks to, among other things, improve national and sub-national capacities to generate and use climate information in planning processes and management of climate-induced hazards. This is expected to be achieved through a combination of the transfer of appropriate technology(ies), strengthening infrastructure and functional, technical and operational capacities. The latter is to cover monitoring extreme weather and climate, forecasting and customising climate information as needed for national planning processes and production of alerts of climate-induced risks, such as flooding. Key stakeholders that the initiative will target include the Ministry of Water Resources and Meteorology (MoWRAM), Department of Meteorology (DOM) and the Department of Hydrology and River Works (DHRW) in Cambodia.
    The project aims to achieve the following outcomes:

    • Improved capacity to monitor extreme weather and climate change
    • Increased institutional capacity to maintain Early Warning System (EWS) related infrastructure
    • Increased national capacity to assimilate and forecast climate and environmental information
    • Customised climate and weather information for national planning and other purposes
    • Increased communication between countries in the context of trans- boundary issues

    The Contribution of the Project Manager
    The Project Manager will be responsible for managing the project day to day operations and under the overall leadership of the Project Board, the UNDP Country Director and the support of the Assistant Country Director of Programme implement the work plan activities with a keen focus on results based management. In close consultation with UNDP Programme Analyst, s/he will work to ensure effective implementation and delivery of the project outputs. S/he will also be expected to liaise with government, development partners, CSOs and other project stakeholders. The Project Manager will also ensure project coordination, management, monitoring and evaluation, financial, administrative, procurement and logistic matters of the project. S/he will also be responsible preparing progress and annual reports required by UNDP and donors.

    Duties and Responsibilities

    Summary of Key Functions:
    In the area of project management, the Project Manager is expected to undertake the following functions:

    • Provide top quality advice and strategic guidance for effective implementation and results-based management of the project according to project objectives and stated results as well as with UNDP policies and procedures
    • Lead monitoring and evaluation of the project to ensure effectiveness and efficiency in the delivery of project activities and results

    • Provide effective communication, coordination and cooperation between the members of the project's management team, technical team, and project consultants in planning, monitoring and implementation process
    • Prepare the progress and annual reports to UNDP, and donors according to their respective reporting guidelines
    • Prepare project board meetings and take lead in ensuring that recommendations made by the board be implemented
    • Work closely with UNDP Country Office in providing overall quality assurance for the project based on UNDP rules, and procedures

    2. Lead monitoring and evaluation of the project to ensure effectiveness and efficiency in the delivery of project activities and results

    • Monitor and review the progress outputs of the contracted partners against the project targets
    • Support and prepare the project budget/delivery report and related documents for UNDP Senior Management and/or donor
    • Ensure good quality and accuracy of financial reporting to donors and timely submission
    • Manage and monitor the programme issues and risks as initially identified in the project document appraised by the Local Programme Appraisal Committee, submit new issues and risks to the project board for consideration and decision on possible action if required. Update the status of these issues and risks by maintaining the Programme Risks Log and Issues Log
    • Provide inputs in developing terms of references for the final evaluation of the project

    3. Ensure coordination, management and monitoring of human resource, financial, administrative, procurement and logistical matters

    • Plan and manage day-to-day work of project staff
    • Guide and oversee the work of project staff to ensure full compliance with the implementing rules, regulations, policies, and strategies
    • Maintain close contact with UNDP country office to ensure coordination on human resources administration as well as coordinating the recruitment process
    • Develop Terms of References of all required consultants and staff and actively participate in the recruitment process as required
    • Coordinate all national and international consultants to ensure that contracting processes are in accordance with planned schedules and deliverables
    • Coordinate all national and international consultants and the available knowledge resources to ensure the quality of the outputs produced under the project
    • Ensure accountability, transparency and competiveness in procurement and contracting aspects of the project
    • Ensure the implementation of the effective internal control, proper design and functioning of the financial resources management system
    • Ensure that budget is spent in accordance to the agreed work plan in a transparent and efficient manner following UNDP financial rules/regulation and the donor recommendations
    • Ensure the proper preparation for the project Audit exercise of the project and develop the follow up plan to response to Audit commendation and implement it effectively

    4. Develop and maintain effective partnership

    • Develop and maintain effective relations with government counterparts, donors, and other project stakeholders
    • Build and maintain partnership through networking with stakeholders to generate their interest in the area related to the project as well as UNDP programme as a whole and in contributing to the resources mobilization effort

    • In close collaboration with the programme analyst and associate, liaise with UNDP management for the effective implementation of the project

    Background

    The Generating, Accessing and Using Information related to the 3 Rio Conventions project is in line with the GEF-5 CCCD Programme Frameworks two (2) and four (4), which calls for countries to generate, access and use information and knowledge and to strengthen capacities to implement and manage global convention guidelines. Aligned with the first objective of GEF 6, project is to integrate global environmental needs into Management Information Systems (MIS). Historically, for Cambodia, this project is a follow up to the national environmental capacity strengthening priorities identified through enabling activities, the National Capacity Self-Assessment (NCSA) conducted in 2005-2006. It is supportive to the institutional strengthening goals underway at Minitstry of Environment (MOE) and Ministry of Agriculture, Foresty and Fisherie (MAFF). The project’s objective is to improve access to environmental information related to the Rio Conventions through the harmonization of existing environmental management information systems and improving coordination of the implementation of these conventions in Cambodia. The harmonization of these existing systems will be translated into better access to information related to the implementation of the Rio Conventions in Cambodia.

    The project is delineated into two main components as follows:

    Component 1: Improved access and generation of information related to the three Rio Conventions

    Component 2: Improved use of information and knowledge related to the Rio Conventions

    The project is nationally executed and employing a learning-by-doing process within the relevant government departments - MOE-MAFF. The project expects to convene relevant sectors and partners to harmonize existing environmental information gathering and dissemination systems (CBD, CCCA, etc.), agree on indicators in line with the international standards and tailor make a national system with one stop shop clearing house that supports quality and consistent reporting on the national and global environment goals.

    Under the first outcome, the project will produce key outputs that support the standardizing of the collection and sharing of environment information and data pertaining to the implementation of the Rio Conventions. The process will involve regularly convening the key stakeholder and strengthening their capacity for using the environmental management system and clearing house. This component involves conducting important information and environmental capacity baseline assessments including a legal review and convening an iterative multi-stakeholder group to provide clarity on what information and data is to be collected, shared by whom, when and to what strategies and concrete measures are needed for improving open-access (broader public domain learning and use) to the data and information.

    Secondly, the project will support the strengthening of Cambodia’s environmental management capacity by dynamically engaging key stakeholders in a technically sound capacity building process that will coordinate with all partners the implementation of the Rio Conventions information, knowledge sharing and learning goals. Ideally this component will include a formal capacity building plan first targeting the public servants responsible for the Three Rios information (collection reporting) and for building capacity of all stakeholders through building a national capacity strengthening strategy and learning partnership to meet the learning goals of the project.

    Under the second outcome, project resources are to be used to improve capacities, knowledge use and sharing of key environment-related information and tools related to environmental management (economic valuation, environmental impact assessment, environmental education) that support decision-making processes related to the implementation of the Rio Conventions. Furthermore, the CB component focuses on improving the abilities of the target beneficiaries directly involved in the three Rios international negotiations at Conventions COPs (direct indicator is their improvements in negotiation with date from the new system/chm during course of project), and their practices of produce national reports meeting Conventions reporting obligations.

    The Contribution of the 3Rio Technical Specialist

    The 3Rio Technical Specialist will work under the overall guidance of the project board, and with close collaboration and consultation with the Project Management Unit (PMU), and the three National Focal Points from respective Rio Conventions. The 3Rio Technical Specialist will report to the Project Director and Project Assurance UNDP, and will participate in the meetings of the Project Board (PB) as a central resource person. 3Rio Technical Specialist is to provide the national director with full time technical advice on this projects implementation, ensuring it meets the two expected results highlighted above.

    Duties and Responsibilities

    Summary of Key Functions:

    In supporting to the project implementation, the 3Rio Technical Specialist will perform the following key functions:

    • Provide strategic input and advice to ensure the smooth implementation of the project toward its expected outputs/outcomes
    • Provide strategic input and take lead in developing Environmental Information Management System (IMS) for the 3Rio convention and Clearing House Mechanism (CHM). Design the Pilot project and implementation Capacity Buidling (CB) strategy with local NGOs related to the CHM public education goals.
    • Provide hands on capacity strengthening support/ strategic input/support and advice to ensure that Rio convention focal points are engaged in project activities including leading the broader stakeholder engagement platforms for national action in fulfilling commitments under their respective convention.
    • Provide strategic input and advice to focal points to prepare for, produce and use evidence based analysis from project for any bilateral, regional, or global forum related to the Rio convention (namely COPs) and for producing quality joint report on the 3Rio convention. Coach/support all focal points for their evidence based participation at RIO conventions,
    • Oversee development and implementation of the projects capacity development plan strategy (component two) and instill a partnership approach to ensure broader knowledge networking, knowledge generation and information sharing with all project relevant multi- stakeholder’s groups in the aim to ensure the synergy with other projects/initiatives toward achieving the broader improving environmental system learning outcome goals and greater development result.

    1. Provide strategic input and advice to ensure the smooth implementation of the project toward its expected outputs/outcomes

    • Develop overall project implementation strategy toward the key outputs of the project namely 1) Information Management System and clearinghouse mechanism; 2) effective stakeholder dialogue in fulfilling the commitment under the 3Rio convention based on evidence based analysis of its implication on one another; and 3) capacity to produced evidence paper to position Cambodia interest in any bilateral, regional, or global forum (namely COP meeting), and produce quality join report for United Nations Framework Convention on Climate Change (UNFCCC);
    • Develop the project implementation approach, composed of the following:

    o Articulate project Vision and Roadmap in a short Brief linking both outputs and pilot project.

    o Stakeholder engagement strategy to deliver output one products- Final Scoping with legal review, IMS indicators and CHM.

    o Partnership and Learning strategy (linked to broader OUTCOME 2 -CB goals);

    o Communication strategy;

    o Based on the NCSA, and the Capacity Development Scorecard under the project, produce relevant capacity development plan under the three outputs highlighted above. Keep track on the progress made under the project and update the Capacity Development Scorecard accordingly;

    • Be lead technical focal person for coordinating all work necessary to deliver the key expected outputs of the project;
    • Lead coordinating with stakeholders, conduct stakeholder consultations as required (set up technical committee for indicators and CHS linked to NCSD processes);
    • In close consultation with the assigned 3Rio focal persons and the PMU, develop expected work and collaboration and elaborate the respective work plan with each of the 3Rio focal persons under the Grant given by the project;
    • With support from the Project Officer, ensure close communication with the 3Rio focal persons, providing them with special hand on learning support to ensure execution of the grants and related work plans (develop these with them linked to output one goals and deliverables) and ensure that the input from the 3Rio focal persons received in a timely manner with quality;
    • Identify the technical expert needed, and provide the key expected outputs for each expert required and their education and experience required;
    • Provide strategic project input whenever required;
    • Develop exit strategy for the project (linked to sustainably of CHM IMS system and learning goals);
    • Perform other relevant tasks as deemed relevant.

    2. Provide strategic input and take lead in developing Information Management System (IMS) for the 3Rio convention and clearing house mechanism

    • Assessment on the current available information/Information Management System:

    o With support from local expert providing stock taking on the current available information/information system of each of the three Rio convention, provides analysis on the current available information/information system of the 3Rio convention;

    • Recommend suitable clearing house mechanism and plan toward establishing it:

    o Based on the analysis, recommend a suitable clearing house mechanism and produce plan toward establishing it. The plan shall as well highlight the required capacity development for both individual and institution to manage the clearing house mechanism in line with the NCSA, resources needed for maintenance and ensure the function of the clearing house. The medium and longer term plan to ensure that the clearing mechanism will continue to function even after the project ends shall as well be included;

    o To develop relevant capacity development plan, take lead in conducting capacity assessment of each of the 3Rio convention with support from the Project officer recruited by the project. If relevant, identify the technical expert needed;

    o Definition of the clearing house mechanism, how it works need to be clearly elaborated. This need to be done factoring in any possible synergies and linkages with the ongoing relevant initiatives related to the 3Rio conventions.

    • Take lead in implementing the agreed plan toward setting up as functioned Clearing House Mechanism:

    o Engaging with relevant stakeholders to ensure strong collaboration establishing Clearing House Mechanism;

    o Identification of the technical expertise needed, provide key expected outputs to be delivered by the technical expert and the required profile of experience and education;

    o Manage the team of the identified technical expert under this output to ensure that the expected sub-outputs are produced with quality using stakeholder consultation approach and with the assurance of the national ownership;

    o Identification of any possible knowledge sharing with other country;

    o Identification of any communication product needed and work closely with PMU to mobilized expert on time.

    3. Provide strategic input/support to develop a national knowledge management and learning platform to support Rio focal points and others to act in fulfilling commitment under the three conventions

    • Conduct assessment of need for a national three Rios knowledge sharing and learning platform perhaps linked to the CHS but focused on the three Rios focal learning //sharing need for now;
    • Provide recommendation on the learning platform to bring the focal point from each of the 3Rio convention to dialogue together in fulfilling commitment under their respective convention;
    • In supporting to the recommendation, produce plan toward enhancing the knowledge sharing and learning platform. The plan shall include but not limited to the following:

    o ToR of the learning platform;

    o Capacity development plan;

    o Provide technical input and advice as required, under the leadership of the assign senior representation to coordinate the platform, to support the organization of the stakeholder platform. Ensure that technical input needed to run the platform is produced with quality, lesson learnt and knowledge are captured to ensure more solid dialogue engagement with the relevant 3Rio focal person in addressing the commitment under their respective conventions;

    o Identification of any technical expert needed. Provide key outputs to be produced by the expert and the profile of the required experience and education.

    o Identification of any communication product needed and work closely with PMU to mobilized expert on time.

    4. Provide strategic input and advice to produce evidence based analysis for any bilateral, regional, or global forum on Rio convention (namely COP) and in producing quality join report on the 3Rio convention for UNFCCC

    • Work closely with relevant stakeholder to identify the upcoming relevant bilateral, regional, or global event/meeting/forum and plan to provide necessary substantive support provided;
    • Provide strategic input and support to develop evidence based analysis as required for Cambodia representative to position Cambodia interest in any bilateral, regional, or global event/meeting/forum;
    • Work close with relevant stakeholder to prepare for an ensure the production of a quality joint report for the 3Rio convention to UNFCC and plan toward achieving that goal.
    • Identification of any technical expert needed. Provide key outputs to be produced by the expert and the profile of the required experience and education.

    5. Contributing in knowledge generation and sharing with relevant stakeholders in the aim to ensure the synergy with other project toward achieving greater development result

    • Share knowledge generated under the 3Rio project with other relevant stakeholders;
    • Provide strategic input about the 3Rio project for outreach purpose with stakeholder;
    • Where possible, bring in synergy with other ongoing relevant initiative to bring in greater impact to the project and to Cambodia as a whole,
    • Provide technical input to support result-based reporting of the project.

    The key results of the post strengthen UNDP’s contributions to the effort of the Royal Government of Cambodia in achieving a greater synergy among each of the 3Rio convention to response to the commitments under each of the convention more effectively.

    The high unemployment rate is arguably Kosovo's paramount socio-economic problem with both immediate and long-term consequences. This rate is about twice higher than in the other countries in the region. According to the latest Labour Force Survey results published in June 2017, the unemployment rate in Kosovo is standing at 27.5%, and 52.4% for young people. The LFS results indicated that Kosovo’s labour force participation rate is the lowest in the Western Balkans (38.7%). Unemployment in Kosovo has several key distinctive dimensions: it principally affects youth, women, as well as those with limited education and no previous work experience, including people with disabilities and non-majority communities.

    Despite the continous growth of the GDP, at about a rate of 3-4% each year, the economy is not able to generate enough employment for the large number of the unemployed people in Kosovo. As per the data from the Tax Administration of Kosovo, the private sector can provide employment for around 317,000 at the end of 2016, while the Labour Force Survey accounts for around 126,100 persons unemployed and seeking for a job, in the context of 28% employment to population rate. In this context, the Kosovo institutions are expected to strategically plan on how to support the private sector in generating employment for a large portion of the population. On the other hand, the large number of persons who are not seeking employment, especially among young people and women, is worrying, in a context where the economic development of the country depends on the impact of productivity in the economy.

    Taking into consideration various policies implemented in EU countries after the effect on youth employment of the economic crises, Kosovo should design medium and long term policies which ensure strategic, efficient, effective and sustainable solutions on supporting employment generation. The government of Kosovo is currently going through a change process, and it is expected that by the end of July 2017, there will be a new government and a new composition of the parliament. This is the best momentum to support the new government to prepare a consolidated plan on how to tackle unemployment through establishment of an employment/guarantee fund which would be utilized to finance active labour market policies implemented by the Kosovo institutions.

    The ALMP2 project has been involved in supporting the Ministry of Labour and Social Welfare (MLSW) since 2005 in designing and implementing various active labour market policies such as on-the-job training, wage subsidy, self-employment, internships and public works. The MLSW has been equipped with tools, such as the legislative framework, operational guidelines and knowledge on how to implement such measures. And the same time, the MLSW has become the leading institution on implementing such measures. However, the financing of these measures is mainly dependant on foreign donors, which have been active in Kosovo during the past decade. With the shrinking of foreign support, the Kosovo government is seeking sustainable alternatives on how to keep these measures alive.

    In this context, the ALMP2 project is seeking to hire an international consultant, who would conduct a feasibility study on the model(s) for establishing a sustainable employment or guarantee fund for financing active labour market policies in Kosovo.

    Objectives of Assignment

    The overall objective of the assignment is to propose a model (s) on establishing a sustainable Employment fund/Guarantee fund which will be utilized to finance active labour market policies from the institutions of Kosovo.

    Description of Responsibilities :

    Under the supervision of the ALMP Project Manager and the Sustainable Development Programme Analyst, the international consultant is expected to:

    1. Prepare a research paper on the current situation of the labour market in Kosovo. The expert is expected to be working in a team with four local experts to conduct the feasibility study on the employment fund in Kosovo. The team will include experts in the field of labour market, budget and finance, education, economic development. Each expert will prepare a snapshot of Kosovo in the respective field based on desk research and interviews with the relevant stakeholders, including central and local level institutions, research institutes and NGOs, academic institutions, private sector, labour unions, etc. The snapshot will include information on the current situation of the labour market in Kosovo based on administrative and survey data, the challenges faced by both the employers and employees, an assessment of the role and capacities of public and private employment service providers, the type of already implemented active labour market measures and their role in ensuring employment. These snapshots will then feed into the overall paper prepared by the international consultant. This paper will create the basis for the conference to be organized during November 2017.
    2. Identify possible case studies in countries with similar economic development as Kosovo, outline the models utilized in those countries on how to design employment funds, and give an overview of how these models can be adapted to the Kosovo context.
    3. Organize meetings with the relevant parliamentary commissions and facilitate the discussions in these meetings. The parliamentary commission on economic development and the one on employment will be the lead stakeholders in this process. The expert is expected to coordinate these meetings and to provide expertise on matters of the labour market in Kosovo.
    4. Propose possible modalities on the Employment or Guarantee fund in Kosovo which would include elements of: Financing modalities and sources of finance which are sustainable, management structure of the fund, authorities which manage the fund, how to design the programme which will be financed by the fund, implementation bodies of the fund, monitoring of the implementation.
    5. Coordinate the organization of a national conference on establishing the Employment/Guarantee Fund.

    Deliverables / Final Products Expected

    • A research paper on the current situation of the economic development, labour market, education and budgetary processes of Kosovo drafted, together with a best practice assessment of models in the region and beyond;
    • Model(s) for establishing Employment/Guarantee funds are proposed and discussed with local stakeholders.
    • Final presentation delivered, feedback incorporated and model finalized

    Education:

    • Master’s degree in International development, Economics, Social Sciences, or other related fields is required.

    Experience:

    • At least 10 years of proven experience in international development or economic policies is required.
    • Proven experience with Employment/guarantee funds or other closely related financial tool is required.
    • Previous experience in providing technical assistance to government institutions is an asset.

    Language requirements:

    • Excellent knowledge of spoken and written English is required.
    • Knowledge of Albanian and/or Serbian is considered an asset. **
